Try changing the cmos battery on the motherboard.
OR your PC could be overheating, check your bios to see if the thermal shutdown temperature is set too low.(assuming you can get into the bios)
Recommend new thermal paste on cpu, ensure fan/s are working.

I can't access any wifi network any time i scan in a wireless hot spot

on the front of your laptop is a switch. This switch is for turning wireless on and off for areas like airports or just for security. Frequently, your thumb or whatever clips it and suddenly you have no wireless. Flick the switch to the one where there is computer with brackets on each side. good luck!

Wifi dont turn on

If your WiFi is not operating 95% of the time the manual switch on the front or the side has been turned off. Frequently by accident. If there is no manual switch then there is a software switch in the cards software properties. Go into the software and make sure it is turned on and will turn on automatically when you boot up the computer.
This is the first thing I would check and would need more information for a more complete answer.

Turn on switch does not work

Send it back to dell to have it repaired hopefully it is still under warranty. these came so cheap it may not be worth replacing the switch unless you do it yourself. you can find parts for it on ebay. timing of the parts being on ebay or sold is crucial check frequently
