If its with windows XP you can unlock it by going to safe mode and then logging in to the administrator account and then resetting the password.
Forgot Windows XP Password - User Password
When we install Windows on our machine, it automatically creates a default account with the name ‘Administrator’ and sets it password to blank.
If you have forgotten the Administrator password, you have a longer procedure to follow. You will need the Windows XP setup CD for the same.

If you have a Windows password reset disk, you can easily reset
your Windows password with it. If not, you can follow the steps to
create one. You just need an available computer linked to the Internet.
Step 1: Download and install Windows Password Breaker with the available computer.
Step 2: Run the program and burn a Windows password reset disk. It could be burned onto a CD/DVD OR USB flash drive.
Step 3: Turn to your locked computer, insert the newly created CD or USB to your drive. Reboot the Computer and reset the Windows password.
It is easy and safe.

a 6ya Technician can help you resolve that issue over the phone in a minute or two.
Best thing about this new service is that you are never placed on hold and get to talk to real repair professionals here in the US.
click here to Talk to a Technician (only for users in the US for now) and get all the help you need.

I believe I can help you. Is this a Windows password after it boots up, or is this a bios power on password before it boots? The bios password on a Dell is generally on a white screen when it's first powered. Get back to me, and I'll get you thought this.

Clearing the CMOS will reset the password...
Take the button cell battery out for a few minutes, put it back in, and all settings, including the password, should go back to defaults.
Unfortunately it looks like your BIOS battery is under the keyboard...
Dell has got what looks like decent directions here, for getting at it:
