You have water in in the carborator, I'll bet. I had this same problem. Here's what I did.
I emptied the gas tank, put in a new spark plug, changed the oil and then unscrewed thd big nut on the bottom of the float container (attached to the carborator near the rubber gas injector button) and emptied and cleand the float container. Then i put it all back together, pulled the cord and the same thing happened, but this time i could keep it going by having my daughter constantly pushing the rubber gas injector button. After it had run for a minute with this constant pushing of the button, all the water was gone from everytwhere and it worked.

Take off the cover up front on the self propel. Engage the self propel and make sure your cable is not broken. If that is ok then remove the wheels and inspect the molded cogs on the inside of the wheels and make sure they are not stripped out. If they are stripped go to www.sears.com and on the tool bar click on parts direct. Under model number enter yours and it will take you to a parts diagram. Get the part number for the wheels and go to local small engine parts dealer and get new. You can also do a search on the web for the wheels and maybe get them cheaper.

Go to www.searspartsdirect.com and enter your model number and it will take you to the parts look up diagrams. Look for Browse subcomponents and you will find the gear case. Click on it and it will have an exploded view of the gear case and numbers by the part you need. Scroll down to the number of your part and it will have the part name, number and a price from sears. I suggest you go to your local small engine repair parts store and order there so you don't have to pay shipping.
