Question about Televison & Video
This sounds like the backlight is bleeding or having the clouding effect.
This is a common problem with LCD tv's and there is not much you can do about this apart from go into the tv picture setup menu and drop the contrast and brightness. This in most cases kind of hides the bleed but it will however be still visible when you watch certain programs.
Some tv's have a special menu that allows you set backlight settings. If your LG tv has one of these settings go through the settings until you find one that your happy with.
Replacing the backlight itself can cost as much as the tv was brand new.
I have an LCD tv which is having the same problem, i adjusted the settings and the cloud is hardly noticeable.
If of course the tv is still under LG's warranty you could send it back to them for repair.

First try connecting the TV to a different main socket, a bad ground on line can cause similar problems.
Also test the TV on different inputs, and using different cables and devices (eg. DVD and external receiver box or console).
The problem is likely main controller board. PSU failure may cause the same problem.
Repair must be done by a technician, first testing PSU voltages, then testing and eventually replacing main controller board.
