Question about HP W1707 LCD Monitor
It seems the monitor is defective. Try to turn off the computer and check if you see those lines even when the computer is turned off and only the monitor is turned on. You can also see if you are getting those lines when you are in BIOS Screen. If the answer is yes then my dear friend you surely need to replace the monitor.
