I have Model: DM30A which constantly freezes up even though it is on a three foot high table and the temperature never goes below 60 degrees

The unit freezing up doesn't surprise me at all. If the temp in your room is 60 degrees then the temperature of the air will be around 40 degrees and the coil is about 20 degrees. Your expecting to much, the tempature is to cold to work properly.

The dehumidifier is running but no water is in the bucket. Should the setting be on low humidity because that is what I want or should it be on high because that is what I want to take out of the air?

If the room tempature is close to 60, the coils may be frozen (completely encased in ice). If this is the case, move it where the water can drain off - about 1 gallon which may NOT run into the drain bucket.
I out mine over the floor drain.
Turn off and it will defost over night.
Only specially made dehumidifers work below a room temo of 60 degrees (the temp of a basement in winter).
Does it need to be running? A digital humidity sensot from Radio Shack is cheap and may tell you the humidity is OK - only 50% or less.

My kenmore dehumidifier compresor runs the fan runs but no water in the bucket . Compresor freon lines both same to have the same tempature ( flow and Return ) . Is a freon charge the answer ?

More than likely not. I would start by making sure all coils are clean, (both evap and condenser) and to make sure airflow is not being obstructed. Most factory charges appliances don't leak refrigerant and therefore should not have to be charged during there useful life. Hope this helps
