Remove the carburetor and check the diaphragm in the lower chamber for loss of flexibility, holes, or cracking. Check the components behind the carburetor for cracking or other damage--air leaks here can cause erratic idle, and could cause cylinder/piston damage if allowed to continue. Make sure the throttle trigger has positive control of the carburetor throttle arm and the return spring is intact. Hope this helps!

Should the R.P.M. decrease when my foot is off the accelerator?

Yes! RPM, (revolutions per minute), is engine speed NOT road speed, (kmph, mph). RPM's will go up and down as you change gear while your cars actual speed and acceleration stays the same. Idle is usually somewhere around 1000RPM, (10 on the needle).

Check for a possible leaking vacuum system, maybe the vacuum booster is leaking, that would explain the idle being affected by stepping on the brake pedal.
