If you are saying that your phone is cut off maning cut by network provider, i can say yes you can read your mep code, BUT, you might not use it at all, this leads to the Issue of your phone being blacklisted. Meaning if your phone is cut or blacklisted from any provider, there might be a chance that it is also blocked on any other provider. therefore rendering your phone useless even if you read your MEP code for unlocking.
There are several reasons for a phone to be black listed the most of them all is it being STOLEN, CONTRACT ISSUES, NOT PAID SERVICES AND BILLS ETC.
I therefore suggest clear first the real situation of the phone before reading the MEP, for because I know you want this unlocked, and reading that MEP is not free, it uses gadgets that consumes credits, even the gadgets are expensive too.
