Plastic / maybe electrical smell

Personally, I do not cook indoors with gas (outdoor, yes), but any time you have an issue with gas cooking ranges....you need to call a professional. We are connected to Centerpoint Energy and so I would call them. this could be a very serious gas leak issue. You don't say if you are on a propane conversion type, or utility supplied gas. that smell could be your only clue to something not good. Did your smoke alarm or CO detector go off? You could call your local gas company to ask the questions, if there is a warranty for your range, call that store.
You don't say the age of the range. That comes into play as making suggestions. Please error on the side of safety. Get a professional to deal with this.

Neither the burners nor the oven will light. When turning the knob to light there is no clicking sound, however, I do smell the gas. We can light the burners with a flame because the gas is there. ...

Before you call a repairman, you first need to decide if the problem is isolated to just the gas stove. Have you tested all your other gas appliances (wtr htr, furnace, etc) to make sure they are operating? If not, call your gas co. If they are working fine, then check your breaker box and check to see if the stove breaker is tripped. If it's fine, then try plugging it into another electrical outlet using an extension cord and see if you get power. If not, then call an appliance repairman for the stove. Douglas

My frigidaire ES400 gas range is giving off a sooty smell and high levels of CO that fluctuate from 23ppm - 118ppm (FD CO METER). what is the possible cause and how can it be repaired?

Air intake needs adjustment. Remove bottom drawer, there is a gas valve and the burner attached to it. Loosen small screw on the burner and turn the air baffle to let more/less air in. If not sure what you're doing - call a repairman.
Also make sure not to cover any vents on the oven bottom with foil, as some usually do.
It also can be that the burner holes need cleaning

Oven won't light on low settings (170), no trace gas smell.

Igniting bar located on the inside of the oven it is a rectangular piece with one or two screws. It is basically a heating element that also controls the gas. Change that ignitor and it should fix it no problem.

Gas Odor coming from oven

The reason you can't smell it when the oven is on is because the gas is being ignited. DO NOT USE YOUR STOVE until you get this fixed by a gas fitter. You have a gas leak, which is either a loose fitting or faulty valve or line.

Call your appliance dealer IMMEDIATELY or you could have an explosion!!!!
