I wonder if you haven't figured it out, & it is indeed, simply has a Power Supply Unit, that has partially faulted, as if it was OK, you would indeed have those LED's lighting, on the keyboard, & USB Mouse, too, as you so deftly divined .
But before you get a new PSU, please check ALL connections to ALL the devices the Main, Power MB connector, HDD connector, DVD connector, ensure the RAM is re-seated too. Of course make sure you have connected it all up correctly, too. NOW if it doesn't "Go" then I am almost sure you have a faulty PSU.
But again, try removing the HDD, and try to Boot, if it does, then the HDD is faulty, do the same for the DVD too. Sometimes the HDD will develop a thing we call, "Sticktion" where the "Heads of the HDD" sort of "Stick" to the "Platter" after not being used for a time.and stop the entire system, sometimes a sharp, blow, can free them, but usually if left powered on for a while, and stopped and started a few times, it may break free after it comes up to temperature, but not always.
You can also test the HDD if you have a HDD to USB "Dongle".
If it is a PSU, it is a very simple job to obtain another suitable PSU,and install it in place of the old unit. Simply get one, of equal or larger wattage, as written on the actual PSU itself.

Thanks Silverdragon. After almost taking my entire computer apart and replugging everything back in, it booted up fine. This would have been a costly repair at a computer store for something that was small. I appreciate your solid advice.
