Re: laptop battery wont charge but will only stay on if...
First thing to do is try a new Dell (NOT third party) A/C adapter. The adapters that are made in China (not by Dell) are cheap and will not work. I had a Dell laptop that had the same problem, the A/C adapter I bought on ebay from China worked for one day and then it failed to charge the battery. Always use batteries and chargers that Dell manufactures. If it doesn't solve the problem then the mainboard will need to be repaired or replaced. I'd say that you have exhausted your options. You can try to isolate the power on problem by removing your your memory modules, hard disk drive and see if it at least stays powered on. Here is a link from Dell for your laptop's manual: ftp://ftp.dell.com/Manuals/all-products/esuprt_laptop/esuprt_inspiron_laptop/inspiron-1521_Owner%27s%20Manual_en-us.pdf
Your battery could have given up. Check the voltage coming out of the transformer. You should have 18-19 volts. Either that or your motherboard charging circuit could have quit.
The most common reasons are the power adapter/cord and power jack.
If you move/wiggle the power adapter at the point where it connects to the laptop, and the power goes off and on, the power jack is the problem. The power jack is inside the laptop and either needs soldering or replacement.
If no change, the power adapter is probably faulty and needs replacement.
If your power adapter appears to be charging your laptop battery, but the laptop will not run on the battery or only runs for a short time this usually indicates that the battery will not hold a charge and needs to be replaced. Although it should run fine with the power adapter connected.
There are different types of Dell power adapters, some of them put out different amounts of power. While it is possible that the battery is faulty, it is more likely, given your error message that the adaptor is wrong. If you got it from Dell, you can call them and they will exchange it.
PLz tell me about the model no.is it inspiron 1521 or 1501,From the problem u hav stated it seems that the battery is not getting charged. The computer is only running when the adapter is plugged in.

It sounds like you have a bad battery in your laptop. If your laptop is several years old you will probably need to replace the battery. I've seen many cases where the laptop will work when plugged into AC power, but not with battery only. Batteries Plus is a good place to find them and they will properly dispose of your old battery also. Don't throw the old one in the trash - please dispose of it properly - Save the Planet! Hope this helps.
Normally the battery light will rapidly flash orange if the battery is defective. It will alternate between orange and green if it is too hot to charge. Or it will either flash orange or be a steady orange if the battery is low or completely discharged. Based on this and the fact that you cannot get it to stay on for more than 7 seconds, I would have to say that you need to recharge the battery by plugging the laptop into an AC outlet. After all, it can't run without the juice.
