Verify 24 volts at the low voltage transformer inside the air handler. If it is OK, jump out the red/green and yellow thermostat wires. If everything comes on, replace the thermostat.

SOURCE: cooling temperature will not below 70

controllers more than likely on a memory lockout... kill the power and take the batteries out of it... leave it for 60 seconds and try again... unfortunately you are probably going to have to replace the controller, sorry

Can I manually override a Honeywell 69-0940-2? I don't want to program it. Just want to turn the air on for a few hours to cool the house. Thanks

That thermostat cannot be overridden to remove the seven day schedule. If you select you desired mode (HEAT or COOL) using the SYSTEM button, then using the UP or DOWN arrows next to the screen to set your desired temperature, finally press the HOLD TEMP button to lock that setting in. It should stay there until you press hold temp again, make a temperature set point adjustment, or a loss of power. These thermostats are kinda complicated for the everyday user and were usually installed in commercial buildings where the end user's access was limited. Hope this helps. How do I set one temperature for the whole day?
To operate as a simple thermostat with one temperature throughout the day, move the slider to the MANual position. Adjust the manual temperature by pressing the TEMPerature or button. The manual temperature can be set anywhere from 5°C to 30°C in 0.5°C steps.

We have a fairly new furnace. I have the temp set at 65 the furnace only runs for 3 min at a time and comes on every 5 min. This sounds extreme to me?

It depends on the differential that you have programmed into the thermostat. In most of them you can set the temperature you want the thermostat to activate, and then you set the run differential such as three degrees below 65. In other words, the thermostat will activate at 62, and drive the temperature up to 65, cut off and wait for the temperature to drop to 62, where it cuts on again. see:
