Maybe, but I would first go into menu and look at audio settings and make sure speakers are on internal and not external or turn off.
Also just unplug for an hour and restart unit. Lastly, it may be cheaper to just attach a 100.00 surround sound system for audio.
The sound that you hear is coming from the sound detector not working or not receiving any audio. If the set is set to a second audio (SAP) program this could be you trouble. Some programs are broadcast this way. (such as Spanish for Spanish speaking people. Check you audio program settings.

It sounds like the circuit board is arching over somewhere. It could be as simply as cleaning and digging out the carbon mark to stop the arching. This is most likely the screen or focus voltage causing this, if there are no parts that have broken down. This will damage the printed circuit board and make things worse the more you let this cook. This could be dangerous for you to mess with because of the high voltage present, so my best advise would be to get this into the repair shop as soon as possible before this board burns up. It should not cost all that much if the CRT board can be repaired. Good Luck
