Go to control panel, performance & maintenance, system, hardware, device manager
Then expand the list and see if you can see the webcam on the expanded list. If so, go to it, click on it, check the drivers, try to update it.
If that doesn't work, go to the manufacture's website, find the download or support tab, then find the drivers and download them, install them, then restart the computer.
