First if the mouse did not get back after restart ..it means that it is probably disabled...(Im not sure if it is from F9) ...if we talk about an external mouse the issue probably got solved after the restart ..if we are talking about the touch pad...it probably need a different approach ....Go to bios setting by pressing F2 on start if it is a laptop ..and del key if it is a desktop ...in the Bios settings look for the optimal factory defaults ..and activate it by selecting and pressing ok (enter ) than save the changes with F10 and enter ..This action will reset all bios settings including any disabling ...by forcing the computer to recognize again all devices..
If it is an external mouse..and USB based...you probably need to run the driver disk again ..cause the issue may be from a defective driver ....
