I suggest taking the 64Bit Disk back to the shop, and ask for the 32bit version, then reinstall windows with this version.
64Bit windows will have this problem , if you do try to use legacy applications on it.
it is the nature of the beast.
you can try to run the program in compatibility mode, by right clicking on the executable, and going to the properties window and ticking the Run in Compatibility mode. sorry i am not near a 64bit machine at the moment, so cannot tell you the exact wording.
