It means that the PSP system was having problems accessing the memory storage device connected to it. Probable cause might be due to corrupted files/data in the memory stick. Normally faormatting the memory stick will fix it, otherwise if formatting won't resolve the issue it means that the memory stick has gone faulty and needs replacement.
