1. Make sure the pump is getting plenty of water.
2. Make sure the pump is working.
3. Check the pvc pipe with drip holes are not plug. (above the pads )
4. Check the pads directional arrow that should be facing up. When pads are initially installed you can see arrows on the pads. The arrows should be in the up direction. That will allow the pads to get saturated more efficiently.

SOURCE: New Mastercool pads smell bad
The cellulose pads in a mastercool are glued together and usually the adhesive is what you smell. It may take a while for it to go away. Strange as it may seem, as the pads get more mineralization and you use it more the smell will go away. Do not use a cooler for your whole house without plenty of exhaust through a window or an updux. Coolers work best when there is plenty of freely moving air.

Several of us add scented fabric softener at start-up each year, and later add a bar of ivory soap. I also have an in-line 'scale eliminator' and an anode inside , as well as a purge pump, which changes out all the water every 8-12 hours. These things combine to keep fresh water in the cooler, and suspend minerals. With clean pads, that should keep foul smells away.
