Likely only the discharge of static electricity but you can always unplug the TV and (if present) the cable box. Modern sets have to be even sloppier in the assembly to have any dangerous voltages on shields of inputs.

if you haven't already pulled the old cable out you can tie a piece of string or small wire to the end of the old cable before you pull it through (make sure the string is plenty long). then as you pull the old cable out it will pull the string through the channel. when you see the string untie it from the old cable and on to the new cable then pull it back through the other way.

How do I hook up the atenna to cable

Do you mean 'cable' like in 'cable TV'? You don't.

If you want TV-related sound a cable box, dvr or sat box will be the best source of it and will have at least stereo analog audio out, probably multichannel digital, too. Use whichever works best.

Same problem

Then I would say you have a problem with the Main Board in the 37". Have it looked at by a service company in your area if he wants to work on a Vizio. Parts are difficult to obtain at times.

Quasar tv atenna/connector broke on tv

Yes if your cable box has RCA yellow, white, red, outputs on it and your tv has RCA inputs on it you can hook it up that way. It'll only cost you one set of RCA cables which are not expensive at all.
