I take it you couldn't find a metal header on this site?
You can purchase chrome cleaner from any hardware or car accessories store which should bring the shelf up like new. It's a bit like the process of waxing a car and you will be surprised with the results.
It may not get rid of all the bumps but it should provide a mirror finish if you use the chrome cleaner as per the instructions. Chrome cleaner is not expensive at all and should have plenty left when you're done.
