This mustn't be your windows problem [it's possible, but it is secondary], this must be your External Hard drive problem. First of all try to connect it on another usb port, or if possible, use another usb cable.
This happens when infected by spyware or virus, and sometimes it could also be bad usb connector problem. To confirm this, please try it on another system. If the same problem persists on another problem, I would suggest you to run a full antivirus scan on the external hard drive using an updated antivirus.
If that doesn't help, you better format it. That's the best solution, but you need to backup the files which are saved on the drive before you format it. It may take time but it's the safest way to get rid of this problem.
There's another possibility that your system has been infected with virus. You also need to run a full system scan and assure that there's no spyware or virus infecting your system.
If the problem even after doing all these, then the problem is with the external hard drive. Maybe internal problem or maybe bad connectors or maybe bad contact points. Clean the interfaces properly (connectors) with alcohol using a soft brush or cotton, or similar objects.
