If you mean the sun has damaged your tv, there is nothing you can do.
Certain types of tv are more prone to this type of damage, Plasma tv's are the worst for screen burn.
There are some places advertising that they can fix it, maybe have a look here http://www.jscreenfix.com/
or try google with tv screen burn repair

This is otherwise known as a glare all that you have to do is block the sunlight from comming through the window and that should take care of your problem

Hope this helps!

Anyone knows where white spots on the screen along the bottom of the tv screen can be coming from

The spots are part of the transmitted signal. Normally they are masked so you don't see them.

Reflection off of screen

Plasma TV's are known for their glare and reflection issues, you can still fix it by buying a third party anti-glare filter and applying it on your television. For example, "ViewGuard" makes filters that goes up to 65" in size. It is not cheap though, depending on the size of your television.
Of course, the best solution is to adapt your room accordingly. If the glare is caused by the sun light coming from the windows, installing curtains on your windows or moving your television to a better spot is a very effective way to reduce the glare and the reflections on your television.
If the glare is caused by the room's lights, the best solution is to install ceiling spot lights with a dimmer.

Hope that helps!

Photograph of a pink sunrise came out grey

Shooting, with a lens pointing to the sun is always risky for the camera. It could damage the sensor. But with a ND filter, perhaps this could. Then when you are shooting in automatic and just jpg, the camera will try to set the white balance, so the sun comes out bright white. It was the brightest spot in the frame. If you shot RAW you could be better off, because the camera did not change anything to the white balance in rte RAW picture. At least you would be able to restore the colour in a photo editor program like Lightroom or Photoshop RAW.
In extreem light conditions, never use the camera in auto. Only when the camera offers scene mode for that condition, you could use that.

can see it in certain lighting and even when the TV is off! It will appear lighter than the surrounding areas at times and can be annoying. I called Toshiba and had a service man come out and even though he acknowledged that this is common, Toshiba will not replace the screen.

I had a similar problem and brought it in to a technician for a quote of $860 to fix. The problem - speck of dust on the optics. If it weren't under warranty I would take it apart and blow off the dust myself.
