Here is what will be the easiest for you, believe me.
1. Obtain an ACTIVATED copy of Windows XP SP3
2. Have a Flash Drive with all the drivers on it for your Dell model already downloaded and in their own folder. You can do that from Dell Support, accessing the correct drivers download page using the Service Tag# from the bottom of the laptop.
3. Borrow an external USB connecting CD drive from someone.
4. Use the external drive, CD and Flash Drive to re-install Windows.
The only other way is to download XP from the Net. I cannot appropriately assist you in the particulars of that on this site.
