Question about Dell Dimension 9100 PC Desktop
The Dell GX620 as well as SX270/280 computers are a few models of many
that suffered from Faulty Capacitors on the motherboard which regulate
power supply. When they totally fail, about 4-6 of them on the board,
the power light will be orange and the system will not post. Other
systems also include reaching a BSOD (Blue Screen of Death) before
Windows loads, or even random BSODs while running windows.
IF you have decent soldering skills, you can order capacitors from badcaps.net and replace the 2200uF 6.3v caps on the board and the system will start fine.
I have done about 40+ such repairs can confirm with 90% confidence this is the cause of your orange power light and non-booting issues.

A blinking amber Pwer light indicates that there is something wrong with the power. You might check the following:
Make sure the AC switch is in the correct position. (115-US)
Are you getting any fan action or noise?
Is the green motherboard LED ON?
Make sure all you MB connections are secure.
Check (or have someone check) your power supply outputs.

For the Optiplex 320, a flashing amber light with no sound indication can mean 3 things.
1) Your power supply has failed
2) Your motherboard failed, most likely from a bad capacitor.
3) The front panel board (where the power button is located) is faulty or not connected properly.
I've worked with 10's of 1000's of Dell Optiplex's over the past 8 years and the flashing amber light is well known as a tell-tail sign of one of those three failure. Always start your trouble shoot with a PSU tester, then inspect the motherboard for domed or split/leaking capacitors...then on to the front panel which would require another panel and ribbon from the same model.
