Do you have another electrical device too close to your tv?
those patterns are caused by AC power leakage. You can move other devices i.e.sat box etc. further away from your tv to fix this.

you can use aluminium foil to shield and, find where the interference is coming from i.e. the offending device or, if the AC interference is being caused internally you can glue foil inside the case of the offending device. is it your tv or, monitor or, both that has the problem?

A few months ago my LG Flatron L1900R monitor started flickering when I boot up my computer. It has become worse, to the point where it now flickers constantly.

From the information desribed, this means that your CRT monitor is going dead. Unfortuntly, there is no way to stop the flickering unless the monitor was replaced. I hope this has helped

What causes a herringbone pattern on L172Wt television and composite input, but not PC input?

Your PC input is a secondary interfase, it does not go thru the IF and tuning sections.
It is possiable the if section has taken a surge and will need to be serviced.

Print is clear and fuzzy

I'm sure you have fixed this by now... But solution is...
Check the hammer phasing. Adjust hammer phasing if
necessary.
6. On the control panel, press the = + > keys to unlock the ENTER key.
“ENTER SWITCH UNLOCKED” briefly displays. (If “LOCKED” displays,
simply press = and > again. This is the default key combination. The lock/
unlock key combination can be programmed by the user. If = + > does
not unlock ENTER, get the combination from the user.)
7. Press the ; key. “OFFLINE / DIAGNOSTICS” displays.
8. Press >. “DIAGNOSTICS / Printer Tests” displays.
9. Press >. “Printer Tests / Shift Recycle” displays.
10. Press ; until “Printer Tests / Phase Printer” displays.
11. Press ENTER. The display shows “Printer Tests / Phase Printer” and the
test begins. The current phasing value is printed on the left of the printed
pattern of all H’s. As the pattern prints, compare the H’s to the figure
below. If the phasing needs adjustment, go to step 12. If the phasing is
OK, go to step 15.
12. Press >: The current phase index displays. Press > again: An asterisk (*)
appears next to the phase value.
13. Press < to increase or ; to decrease the phasing index value, then press
ENTER to activate the value as it prints. Continue to increase or decrease
the phasing index until the pattern of H’s is acceptable.
14. Press = twice: “Printer Tests / Phase Printer” displays.
15. Press ENTER to stop the test.
16. Press CLEAR. “OFFLINE / CONFIG. CONTROL” displays.
17. Press = + > (or the key combination set by the user). “ENTER SWITCH
LOCKED” briefly displays.

Herringbone pattern

Herringbone (and other patterns) can be caused my many faults, the obvious one the tech was looking for was a tuner/interference fault.

Another common cause is a faulty power supply.

Difficult to say without having the TV on the bench.

I'm a bit suspect about the $400 - $500 repair cost though.

Perhaps try another tech?

I doubt it's a DIY repair though.

Let's know how you get on.
