You are going to have to remove the fuel tank and check the pickup in there. Either it was bent or altered by someone or part of it has rusted and fallen off. i don't remember if you have injection on that engine but likely you don't. In that case you can just put a piece of rubber fuel line on the pickup and extend it down further. Always angle cut the end so it won't end up flush with the tank bottom or wall. I usually attach a weight on the end to keep it on the bottom. (I generally screw a large diameter nut over the rubber hose) Though the "sock" filter on the pickup is a good thing to have, you can add a good in-line filter before the fuel pump to keep dirt out of the pump and carb.
Always be careful not to damage the sending unit when you have it apart. If the float or float arm gets bent it will not read properly.
