You need to replace the Pump belt and the roller brush belt. You can get both belts and view the manual which has instructions here:

I would like to see how to change the belts on the bissell 8910 pro heat I have looked for hours now. I saw the book but it mentions and shows nothing on how to replace them. Help please.

turn the vacuum over so that the bottom side is facing you, remove the 4 screws on each side using a Philips screw drive set the screws and the brush cover aside.
- pull brush straight out and you will see the gray rubber band.
-replace the new drive belt over the motor pulley and the floor brush.
-replace the floor brush by lining up with the slots and rotate untill centered , install the cover and screws . done your back in action.
Hope this helps.

Scrub roller wont spin

pull the bottom cover off and replace the drive belt for the brush drum, if the belt is ok then replace the drive motor for the brushes.

My bissell proheat 12 amp will not spray water on to the carpet, nor will the hand tools spray water?

The water is pumped via the belt that drives the pump. Remove the belt pump on the left side of the unit using a screwdriver and prying upward in the slot in the rear of the belt cover. The belt cover has holes in it. Check to make sure the belt is not broken. If it is replace, about $3-4.

Good Luck
