Question about Microsoft Windows? Vista Home Premium Edition Upgrade Version for PC (1 Computers) (66I-00021)
Two possible causes:
1 - a security program (or feature) is blocking them. This is easy to test: just disable all of them and try again. If this way it becomes possible to open them then the security is too tight, lower it a notch or allow the opening of attachements from the settings.
2 - the program that you use to open mails has been configured it this way. The best way to fix that is to use another one. If you use Outlook and the mail isn't from an online site (one that you can access thru the browser) then just install, configure and use Thunderbird
If you access the mail thru IE then the problem is in the security settings. Again the best way is to just install and use another browser - Opera is the best (but you can also use Firefox)

Note If you are given the choice between opening and saving the attachment, keep in mind that it is a good idea to save the file first and then scan it by using an antivirus program before you open it.
