From your Description it Sounds like the Stator/Charging Coils are Bad or the Voltage Regulator (if Applicable) is Bad.
For Testing the Electrical (Charging) System on Mowers you can Use this Site Addy; http://faqs.custhelp.com/cgi-bin/faqs.cfg/php/enduser/std_adp.php?p_faqid=3438&p_created=1101706364&p_sid=4fQ1f8Xi&p_accessibility=0&p_redirect=&p_lva=3443&p_sp=cF9zcmNoPTEmcF9zb3J0X2J5PSZwX2dyaWRzb3J0PSZwX3Jvd19jbnQ9NTEmcF9wcm9kcz0mcF9jYXRzPTAmcF9wdj0mcF9jdj0mcF9wYWdlPTEmcF9zZWFyY2hfdGV4dD1Wb2x0YWdlIGFuZCBTdGF0b3IgQ2hlY2s*&p_li=&p_topview=1 and Use the Link for AC Volts/DC Amps Meter Setting Chart. This is for Briggs Engines and Works Well for Kohler and Other Engine OEMs.

SOURCE: Cub cadet 2130 engine starts
there is a switch under the seat that senses if you are on the mower or not. check it, make sure it's plugged up try replacing it. if it does not "see" someone on the seat it will shut down

possibly a bad starter, check and see if you can turn the engine by hand after you remove the spark plugs( dont want it to accidently start). if it does try a straight cable+ side to the starter terminal. if it turns then you may have a bad solenoid.

SOURCE: cub cadet 2135 wont start
check for a fuse behind the ignition
it might be blown
then i would check the starter solenoid
if you put a screwdriver accross the bolts that hold the wire from the starter and ignition switch and it tries to start there's ur problem.
