You'll have to release the brake with the cover off the saw. You just need to find a way to brace it well enough.
If you really can't do this, then it suggests your chainbrake is faulty, of ath the very least not adjusted right.

I don't think this has the detail you need.
If it were me I'd visit my friendly neighborhood Husky chainsaw seller (not Big Box Store) and ask to look at the clutch cover with the brake installed (take a camera). I'd probably ask for a quote for their repair too. HTH
Your model is no longer sold. The seller will know what model replaced it and may be willing to explain the repair procedure for your saw you. Take the cover and loose parts with you.

If you don’t have a vise a large C clamp to a work surface might work, you may still need a block or two of wood.
If you need need an illustration for how the clutch cover parts fit try the IPL here:
Enter 350 in the "Enter Product" window (no XPs, Es, just the numbers)
Serial number decode – for use with IPL
06 = year produced – 2006 (single digit before 2000)
15 = week produced - March
00198 = 198th unit Husky produced that week
The easy answer is don't remove the clutch cover with the brake tripped. HTH
