Usually there is a wheel or switch to move in order to engage the bobbin winder. Also, most bobbins have a little notch or hole that corresponds to a pin on the base of the winder. If the pin isn't inside the hole/notch, it won't work.
There are several set in screws on back side of unit, remove all visible ones. making sure there are know covered by tape (refurbished do) then the o-ring gasket on bobbin winder is probably deterriated, replace and it should be spinning.
Until you can get your bobbin winder repaired, I'd suggest picking up a bobbin winder at your local fabric store. The last time I noticed, they cost about $30. Many sewists prefer to use this little accessory inside of wearing out the bobbin winder on their sewing machine. Also, if you more than one thread cone, you can rewind bobbins without unthreading your sewing machine.
Try using a can of compressed air in the hole where the bobbin winder pin sets and then push back in operating position. Also, take out bobbin holder under the metal plate below the needle. That entire assembly should come out and go back in easily. Again use the compressed air to get any fabric fuzz away from moving parts. Check your manual or online for oiling instructions. That is a problem with the high/low transmission. The screws that hold the winder post have slipped and the post pushed in to gearbox.
The assembly needs to be taken out of the machine and rebuilt. A viking repair person who has been at it for a while might be able to repair this. You may need to look around as this is a repair that is not needed on machines made after the 70's and a lot of current repair people would not know how to do this.
if the bobbin winder spindle will not return to it's original position, then there's a part in the machine that not working correctly, & it needs to be serviced,
Check your manual to be sure your are setting up as you should.
If the winder still does not work, you can take it to a dealer for repair and pay out around $80, or purchase the SideWinder bobbin winder for less than $30. I have seen them for less than $20 at Hancock Fabric.
I have one that I use from time to time and it does a very good job. I really did not need it....just can't pass up a new notion.
