This sounds like a software issue. Following these steps should fix your webcam problem.
*Right click on My Computer.
*Go to Properties.
*Click on Device Manager.
* Locate Webcam.
* Uninstalled the driver.
* Restart Pc.
* Find your laptop manufacturer's website and search for the latest driver and software for your webcam
* Download and install..
