sorry, I was thinking of the honda I just worked on when I answered your question. For this TOYOTA, (lol) The fuel filter is under the air filter housing on the right side behind the battery. The rest of the routing is same.

    6. To remove the sender, disconnect the wiring from the bracket and unscrew the sender. Remove the screws, connector support, connector and gasket.
  2. Inspect all of the lines, hoses and fittings for any sign of corrosion, wear or damage to the surfaces. Check the pump outlet hose and the filter for restrictions.
  3. When reassembling, ALWAYS replace the sealing gaskets with new ones. Also replace any rubber parts showing any sign of deterioration.
To install:

Where is the fuel filter located on a 1984 toyota celica supra??

Have you looked under the vehicle, usually near the seating area, check on both sides, if still unable to find, located the fuel tank and then trace the lines forward this should run you into the filter.
