usually, its a wet tape that does like this. But if the tape is not wet, then the mechanism is defective.
Do some work around troubleshooting on the mechanism. Remove and fix back the wire or flex, clean every area on the mechanism part. Make sure the player is off and removed from the wall before you do all these.
If the mechanism still doesn't respond, then it means the mechanism is defective and needs to be replaced.

If it won't PLAY VHS tapes it must have a serious mechanical problem (if it even loads) or its heads are glommed up, so it obviously won't record them either. When's the last time you ran a cleaning tape through it?
Solve the load or playback problem and it will probably record.
