It just sounds like your having problems with your intrnet connection.
You could try clearing out your temporary files, i use a program called CC cleaner.

Compaq 7540 screen is blurring and what is the reason behind that?

It could be EMI by the monitor, or it could just be failing. Try the following.
1. Do you have speakers or other electromagnetic sources (walkie-talkie, cell phones, etc.) sitting close to the monitor? If so, try moving them away from the monitor. They will effect how the electrons from the electron guns hit the color phosphors inside the monitor tube making the display blurry.
2. Try running a monitor diagnostic to check if the monitor is finally failing.
Post back how it works out.

Videos in, You tube, I Tunes, God Vine, etc keep stopping & then won't start up again

Try updating your plash player and try using a different web-browser. Or if it's not buffering, check your internet connection, or lower the resolution of the video (360p).

Menu keep on blinking

Disconnect the monitor from the computer. Then turn on the monitor, if the menu keeps on blinking then that means the screen is starting to go bad and the monitor needs to be replaced.
You can also hook up the monitor to another computer. If the blinking stops then that means its an issue with the video card in your original computer.

Monitor goes into sleep mode at random

Check your power options in your control panel - default is usually 20 minutes to put monitor to sleep - you can adjust the time there. The monitor itself does not usually have this as a function so I would start there first.

TV works fine but computer input gets horizontal tearing after warmup

The good news..
The bad news, The problem is the video logic board inside the monitor. Replacement is the only option and you will have to beg Philips to even get the location of a replacement board if it's not still under warranty. Then sell your first born child to get it.

The explanation.
The video logic board takes all the input signals and sends them to a central processing unit that then sends the signal to the panel itself. If any of the inputs are damaged, then only that section will fail. The monitor input side of your board is dying, most likely due to overheating so collapses after it reaches it's thermal limits.
Chances are the vertical/horizontal input from the video cable is being shorted inside the IC that controls video from the PC. This is a common fault in many Samsung LCD monitors as well.

Backlight is acting like a bad flour. tube .. everthing else OK

Normaly the backlights have a life of around 40k hours of working.
If your monitor is 3-4 years ,the backlight tube/s could be defective.Your description seems to indicate tube aging.

It's possible to replace the tube but needs a good amount of technical skill.
Do write if you need more help,Please indicate make exact model no etc.

The monitor brings a 10cm thick line after powering on

this type of problem is may be due to the magnetic appliances near by ur monitor such as speakers etc... try keeping the speakers away for some distance and then in the monitor there will be one menu just press that and then go to degauss and give degauss... your problem will be solved...

if problem persists then may be the tube is gone just visit the technician ... he may tell u that he must recharge the tube....
