Most likely it is the start capacitor or possibly a stuck motor switch. You can remove the power to the pump, then remove the back cover and you should see a black capacitor there. Remove it and make note of the wiring connections. Take the capacitor to a pump repair shop or sometimes ACE hardware will have them. Try a new cap. If that doesn't do it, it will be time to haul the unit to a repair shop. I hope this helps.

IT MAY BE THE MOTORS ROTOR IS RUSTED , DID YOU STARVE THE PUMP FOR WATER ? IS THE BOTTOM OF THE MOTOR RUSTY ?
