Its like this, the board of the Hard Drive is working but the disk or the reader of the disk maybe not working that's why it shows on the boot cd. My suggestion is to replace the hard drive the start a new installation.

Hard drive won't reboot (jumpers not set proper)

Just google your drive's make and model and search the results for a diagram of the jumper settings.
If you have a SATA drive, there ARE no jumpers. If the drive is a PATA, then if it's connected with another drive or cdrom, then make the cdrom 'slave' and the disk drive 'master'.
Check your bios setting sometimes bios changes the boot order esp. if bios doesn't find a boot disk- make sure you have your desired boot device showing in the boot setup.

With new blank HDD,recovery cd in place, states no bootable device

Does the hard drive show up on your boot order? because if no detection is indicated that would explain why it is not working. Check out my computer to see if C Drive is present, check device manager that it is enabled.

The computer could not make booting from cd . and the window xp which is installed could not continoue to start but it is allways restart in the middle of the process

have you check your bios set up to make first boot as cd room?
press delete or f2 button when the computer start go to booting selection and set first boot to cd room, if you have done this way and still won't boot try to change your cd room or windows cd, it seems your cd room or windows bootable cd is bad, and also try to clear your memory (ram) by erasing your ram from dust by using a pencil eraser, to fix your windows problem without re-install your windows you can try to put your hard drive (which contains windows xp) in another usable computer, make it as secondary master or slave (to do it you can replace cdroom and change with your hard drive) ,after that you can check on my computer tab if your hard drive has detected. check in what drive is your hard drive (for example d)then go to run type cmd, type your drive which contains an error windows (D:) after the path was located to D: (your hard drive that contains an error windows) type chkdsk /f /r then enter, wait till the process done, it will take about 20-30 minuets and it will repair your windows

Won't boot from hard drive

Check the boot settings. The bios may be trying to boot the old hard drive and doesn't even see the new one. If the old hard drive was removed, the BIOS will go to the next boot device. Also, is there something on the hard drive to boot to? If it is a blank hard drive you will need to install an operating system, otherwise it will not boot.

The first step is to check the BIOS to see if your hard drive is listed. If so, is it set to be the first boot device. To enter the BIOS, use the F2 option when prompted.

If the hard drive is not present, it's either come loose, or the drive's controller has failed.

Also, if you can use the F12 option to boot to a CD/DVD drive, use another computer to download the Ultimate Boot CD iso from http://ultimatebootcd.com, and then burn it to a CD. This will create a bootable diagnostic CD that you can use to run diagnostics of your hard drive.

Let me know how this works for you.

Sincerely,
James O'Brien
