Do you mean programs from your IE browser toolbar.?
If you do then to remove them you right click on the toolbar and untick the program you dont want.
To remove it completely you need to go to the control panel on your pc and to add/remove programs and uninstall.

Others logged on..
If someone else has a user profile, and is using your computer. If they dont LOG OUT, but just LOG OFF (or switch user) , then that session is still in memory and the programs they may have been using are still running.
If you try to switch your computer off without everyone LOGGING OUT completely, you could loose any open files, or damage any open programs.

How can i log in my Delloptiplex 760 computer, when its auto logging off

If running XP

A log-on loop on your Windows XP computer is a difficult situation where the computer never completes its boot cycle, restarting intermittently ad nauseam.

This issue indicates a major problem with the boot functionality of your XP system.

Restore the computer to working order by utilizing the repair and restoration utility on your XP system disk.

Insert the XP disk into the computer.

Restart the computer.

Press any key when prompted to boot from the disk.

Press "Enter" at the first screen and "F8" at the license terms.

Highlight the drive containing XP and press "R," repairing the operating system boot files and removing the log-on loop.

or

Windows XP sometimes has a glitch when you are logging in to your user account in order to boot the operating system.

The glitch logs you in and then logs you off the account.

This problem is usually caused by one of the programs that load during the computer's start-up.

Fixing this issue is a matter of ensuring that whatever program is causing the problem doesn't start up as soon as you start your computer.

or

Power on the computer and allow it to get to the user logon page normally.

There is no need to start up the computer in "safe mode."

Click the user who is having the issue and type in the user's password if one is set up.

Press and hold the "shift" button on your computer keyboard as soon as you see the tool bar load up at the bottom of the screen but before any other program has a chance to do so.

This stops any "Startup" program from running and logging you off.

Right-click the "Start" button on the bottom left of your screen.

Select "Explore" from the menu that appears.

Double-click "Programs" from the list on the left side of the window that pops up.

Double-click "Startup."

Select all the files inside the "Startup" folder by dragging a box over them.

Right-click anywhere on the selected files.

Select "Delete" to delete those files.

Note that deleting the programs from the "Startup" folder does not delete them from your computer.

All this does is make it so that these programs no longer start as your computer is starting so that any error in the running of the programs doesn't interfere with logging in to your account.

Hope this helps

Runing slow, some time not responsive.

Below are some useful tips for making your PC's performance better. Please follow the below steps and fix your problem.
Eliminate Viruses and Spyware 1 . Run your antivirus program. There may be something slowing your computer that you can remove. It is a good idea to run your antivirus program every week.
2 . Remove spyware. Run a good spyware tool at least twice a month.
3 . Use a pop-up blocker, if you have one. Check your antivirus program.
Dispose of the Extras 1 . Delete your document files for anything you no longer need. Saved pictures, audio and video files in particular can slow your computer.
2 . Remove unwanted programs from the Control Panel area. Old toolbars or games the kids downloaded off the Internet are a good place to start.Look for software you no longer use, such as the old printer you threw out last year.
3 . Clean out your email. Old messages are a constant drain on your computer's resources. Go through every folder, deleting everything you do not need. Leave no mail! Finish by emptying the Deleted Items folder.
4 . Turn off unnecessary programs. Check your task bar for icons that show running programs. Disable anything you are not currently using.
Run Maintenance 1 . Run the Disk Cleanup tool located in your Control Panel. (Windows only. For other operating systems, please check the Resources section below.)This will remove temporary files, cookies and unnecessary components to speed up your computer.
2 . Defragment your computer. Defragging takes some time, but will speed your computer significantly. You can find the tool in your Control Panel.Run it monthly.

Hope the above information will be helpful to you. Thanks for using Fixya.

How to put program type on tool bar

  1. Adding Icons to the Task Bar

    1. Click on the Start Menu to open it
    2. Click on "Programs" and find the program for which you want to create an icon
    3. Move your mouse pointer to the program you want to use
    4. Depress and hold down the right mouse button while you drag the icon to the Quick Launch toolbar section of the Task Bar
    5. When you release the right mouse button, a short menu will appear
    6. Choose "Create Shortcut(s) Here." An icon will be created in the Quick Launch toolbar on the Taskbar

  2. Deleting Icons from the Task Bar

    1. Move the mouse pointer to the icon you want to delete
    2. Right-click on the icon
    3. Choose "Delete" from the short menu that appears. The icon has been deleted, but the program is still available to you on your hard disk

NOTE: If you have carefully followed the steps above to add the icon to your Quick Launch toolbar, deleting it will NOT delete the program from your computer, it will simply remove the icon from your toolbar. The program will still be available to you.

Also you can "Drag" the program, to the bar, and "Drop" it on it. Check out a freeware application called StartupCPL at http://www.mlin.net/StartupCPL.shtml. This places a Startup icon in your Control Panel which, when opened, lists all applications on your PC with a check box for each one. Simply put a check mark in each application you want to open minimized on startup. By the way, it states it is for Windows ME and 2000, but I have had it on XP for quite a while and it works fine.

No task bar or icons only desktop picture

start up in safe mode by pushing the f8 key on startup this will give you networking capabilities then follow these instructions

Hijackthis is a first line tool to examine certain areas of the computer. It does not show everything and lots of malware is hidden from it

To download Hijackthis

go to http://www.merijn.org/programs.php and download 'Hijack This!' self installer. Save it to the desktop or other suitable place. DO NOT just press run from the website Double click on the file and it will install to C:\program files\hijackthis and create an entry in the start menu.
Click on the entry in start menu to run HijackThis
Click the "Scan" button, when the scan is finished the scan button will become "Save Log" click that and save the log.
Go to where you saved the log and click on "Edit > Select All" then click on "Edit > Copy" then Paste the log back here in a reply.
It will possibly show issues deserving our attention, but most of what it lists will be harmless or even required,
so do NOT fix anything yet.
Someone here will be happy to help you analyze the results.
feel free to e-mail me

Symantec antivirus

Try going int Control panel>add/remove program> look for your Symantic program> hit "remove".  When it opens it should give you 2 or 3 choices.  One is "repair". Hit repair.  It might ask you for the install "discs".  Good luck.

If it doesn't give you any other options hit cancel and call your computer guy.
