Try replacing the hose and regulator, not very expensive and pretty easy to do. If this doesn't work, please let me know.

Smell propane after I ran out and filled it back up> I replaced the regulator behind the stove but still smell propane

It is not uncommon to "smell" propane when you run out. Propane has an odorant called mecapitan added to it so you may detect it. When you get low or run out the mercapitan is typically in greater volume than the gas itself. Once you refill, you will also smell it temporarily. Check all connections for tightness and leaks, use a leak solution, and if all is well, start it up and monitor it. The odor should dissipate. If it does not, contact your local licensed propane technician.

Came down stairs water heater off and pan filled with water

Copy following link for troubleshooting leaking water heater.
http://waterheatertimer.org/Leaking-water-heater.html

You posted question under propane gas heater.
Propane is heavier and air, and this type gas water heater should not be installed in basement (below grade) since gas leak can fill basement with explosive gas.
Water leak does not cause gas leak, so water leak is separate problem.
Recommended for propane safety: install gas detector close to floor near gas water heater
Regular Natural Gas heater, install gas detector higher on wall since NG is lighter than air and will rise.

Not getting prpane

see the next steps: God bless you
If the unit produces no heat, raise the thermostat, check switches, fuses, circuit breakers, and the water level. Also check the burner's safety controls (see below).
If the unit doesn't produce enough heat, check the combination gauge, then the expansion tank (see below). Next, flush the boiler (see below). If water leaks from a heating system pipe, try repairing it yourself.
If only some radiators in the system heat up, bleed air from the cool units (see below). If you suspect that the circulator requires repair, call an experienced serviceperson.
If the pipes suddenly start clanging, the circulator may need professional service or replacement.
If there is a chronic banging noise, check the slope of all return lines; they must slope toward the boiler to work correctly.
If a single radiator warms only slightly, but evenly, water may be trapped inside. Make sure it slopes toward the return; if it does not, insert a wooden shim under the end opposite the return.

My propane storage compartment smells like propane and my regulator freezes up but there are no apperent leaks

You store propane in a compartment? Propane MUST have ventilation or it will collect in there and explode. If you smell propane the re there IS a leak, turn off your tank and do not close that compartment up.

I just got this blazer and noticed that it idles rough what could cause this?

idles rough but fine in a higher rpm. you might have a vacuum leak. to find a vacuum leak i use propane to pinpoint the orign of the leak. when the leak sucks in the propane the engle idle increases. thus you found your vacuum leak

Prpane back to ng. Changed top burner apertures. Is there anything else I should do for the gas supply

The range burner orfices need to be changed to the natural gas ones. I am assuming when you say "apertures" you are talking about the burner orfices. If so then you have already changed the range burner orfices. There is also a orfice that usually needs to be replaced for the oven burner and top broiler burner (if you have a top broiler). And then there is usally a pressure adjustment required on the appliance gas regulator. This is usually adjusted by simply removing the regulator cap and turning over the spring tension plug inside and then re-installing the plug and cap.

I believe i am being charged exorbitant fees for connection of my propane tank. situation: I have propane for my range top. There is NO pilot on the range (we light the burners when the propane is turned...

How fast did the propane run out? If there was a leak (which would cause the propane tank to empty a lot faster than normal use) you would be able to smell it. You can check for leaks yourself using soapy water; apply soapy water to the connection and look for bubbles...bubbles means there is a leak...no bubbles means everything is good. I think you got ripped off but I won't know for sure unless you can tell how fast the propane ran out.
