Since you indicated you are doing banking online, my sincere advice is that don't use internet explorer browser in your pc.
It is commonly known in computer field that this windows browser has lot of security holes and hackers and phishers(all bad guys who stole money from your online account) could attack this browser easily..
So use secure browsers such as FIREFOX, opera,chrome etc..

i encountered an error with Chrome browser after a regular update. Google Chrome was not loading pages correctly and giving the webpage error: ERR_QUIC_PROTOCOL_ERROR or saying "The app is currently unreachable" or This web page is not available" when using Google sites
The fix is quite simple:

Its proberly a problem whit the website If its not loading means the developer made an error in the code when he coded it but if you whant you can submit a ticket to support telling them about that error so they can fix it as fast as possible
Try tracert command to web site, that doesn't open. If trace is ok - than it can be yours web browser configuration, or pc firewall, or parental control. Try to open web sites with fresh install of another browser, disable windows firewall, any other firewalls/av and any parental control.
i believe this is not a laptop or any hardware issue this might be browser issue of the orkut site might be some problems with their scripting. I would suggest try a different browser.
