If no suction usuallly means a clog, either in the hose and the dirt inlet by the brush roll. Sometimes if the belt is stretched, it won't turn the brush roll under load and it would seem like there is no suction.

Karen, I am the social media coordinator for ARY VacMaster. Most times when this problem arises with a new machine, it's because there are packing spacers on the under side of the lid that weren't removed. Pull those off and try again. If that doesn't work, Give our technical support department a call at (800) 821-7849. You can always "like" us on Facebook (www.Facebook.com/aryvacmaster) and ask questions to us directly there too. Hope this helps. You can contact me there for quicker answers. :-)
i presume the vacume is a upright type. if the belt is visible i am also presuming the belt has broken, so turn the vacume up on its end so you can see the roller, you may have to take out a few srews to tak the base plate off which is covering the roller, take this off and you should see how the system works, the belt attaches to the moter spindle and then around the brush to turn it. take the brush out you should only need to pull it clean it and then go toyour local spares shop with the model number of your vacume and get a new belt, they cost about £1.00 each, put it back together and it should work....good luck.
you can wash that sponge filter by hand but you must let it dry compleatly before putting it back in the machine, I found a filter pack for the lift off vacume at walmart, make sure teh bottom filter is clean as well. the lift off vacume has 3 filters there is one filter in the tray under the dirt cup, one in the top cup, and the hepa filter in the back the 2 foam filters must be clean or you can have reduced suction, the lift off vacume I have I found thrown away because they never cleaned it outthe brush was dirty and full of strings the belt was worn, the hose under the vacume was full and stopped up the hose in the back was compleatly stopped up all filters were compleatly clogged, and the hepa filter was missing entirely. Not to insult you or anyone but i've found that a lot of people are jsut to lazy to clean their vacume out it fills up with dirt they throw it away and get a new one, i've gottten many like new vacumes for this reason, this bissell is working like brand new now. and I just replaced the belt and all filters in it saving me approx. 150.00 for a new one
My old vacume had the same problem - the wire had a 'plug' on both ends. 1 to the wall outlet and 1 to the vacume, which you could pull out of the vacume. It was making poor contact at the vacume and eventialy burned out (melted)
See if the plug/wire to the unit is removable, if so is it damaged?,
could need a cleaning, or it may not be pushed in all the way.
