It sounds like it's trying to fire up the lamp, unsuccessfully. Try
removing the lamp and putting it back in. Sometimes this helps, at
least temporarily. My initial suspicion is a lamp issue.

a projection tv uses a lamp for the picture, so you do have a lamp

yes good, you should try to remove them and then put them back in and see if anything looks dirty or burnt. If putting them back in doesn't fix the problem then you will probably need to replace one or more of them

Well..could be that your control board is on overload. Turn it off for around 30 minutes, and then try it again.
Have you done an initial check on the unit..?

turned it off -same thing
can take the rear off the tv and see if anything is burnt or a fuse is blown etc
It goes off in about a second or less than restarts and does the same thing
