Question about Hammering
If you by "fuse" mean automatic breaker, that protects the line to your washing machine etc. it may not return to its "on" position when the trouble that caused it to drop is still present.
If you disconnect (unplug) your washing machine and try to reset the breaker it may click back. If it doesn't and you have nothing else connected to this feeder, the breaker may be bad and needs to be replaced. The line to the washing machine also may be bad.
