Unfortunately it's not possible since FixYa isn't a Network Operator. But you have to play some tricks with this kind of issue. I would suggest you to Call that number from another number; like phone boot or pay-phone posing as a travel agent or a courier service or hotel or the best you can think of and talk to him asking his information and address so that you can deliver his parcel or courier or letter etc and similar methods...[don't pose as a police -)]. You'll definitely get a positive response and you'll be able to find out the owner and address of that number.
