Question about Toro Garden
This is probably related to a carburetor problem. Try removing the brass bolt that holds the carburetor bowl on the car. Clean any sediment and water out of the bowl and inspect the brass bolt. There are very small holes at the bottom and along the smooth part above the threads. This is the carbs main jet and all these small to tiny holes need to be open for the carb to operate correctly allowing the engine to run.
