Could be a tuner but a simple way to find out is DIRECT ENTER with the remote (numbers) a channel and hit enter---if it goes to missing channel you can manually in the menu with the remote ADD each missing channel one at a time--tedious but will rule the tuner out.
Almost every set made is able to add or delete channels one at a time.
I have a 2000 model RCA P52923 and I had the same problem occur a couple of days ago. The sound hasn't worked for a couple of years, but the TV is connected to an RCA surround sound to resolve that issue. Most recently, while watching TV, it began to start scanning channels by itself. I shut it off and unplugged it for a couple of days, but each time that I turn it on, it begins to immediately start scanning each channel. Neither the remote, nor the channel buttons on the set are able to stop the scanning, and neither of them will perform any functions, including turning the set on and off.
Any advice would be greatly appreciated.
it really depends on which input you plugged it into, if you plugged into the cable connection make sure on the dvd player it says output for that connection, if it says input then you can't use it as an output, a lot of the new ones are made that way. use the rca outputs and plug it into the input on your tv, then switch the input from your remote and you should see it pop up, should say input 1, input 2, frnt, and others, those are actually channels

you described, I think you are not able to switch to Channel 21. It means that it
has either been deleted from the projection TV or you have set the parental
control guides. To correct the former, access the Channel controls by pushing
the "Menu" button and maneuver the channel icon, then press
"+". Select "Favorite Channels," and then the "+"
button again. Then type the number of the channel (21) you are not able to
watch and press the "+" button one last time. To access the parental
control channels, press "Menu" and maneuver the Parent icon, and
press "+." Enter your four-digit password and use the arrows on the
remote to change the overall settings. After performing this procedure hit the
"+" key one more time. Now you will be able to watch channel 21 as
before. Please tell me the model number of your
Unit so that I can provide you with model specific information. Please
