your phone service is the cause of this problem. Your phone is not having network service, that's why it not having a dial tone and you will also not be able to receive or make calls.
Use another phone to call your service provider to confirm if the problem is actually from them. If they say the problem is not from them, then it means the problem is from the phone.
You can go to the setting of your phone, check then network setting and search for network,or turn of your phone for a while, then turn it back on.
If you are also in a location/place where there is no reception, this type of problem can occur.
