Replacing the power supply is something I would have tried. The battery could be bad inside. Try to find a replacement battery. I assume that most bar code readers have the ability to be charged.

you might have to physically unplug the plug you cd rom back in this should activate the found new harware wizard or you might try
control panel admistrive tools,computer management,device manager scroll cd/dvd rom drives right click you can update driver disable or uninstall select properties from there you can troubleshoot or select driver you can update roll back driver uninstall if at any time you see a yellow question mark? you need to install a driver
