You could possibly have 2 problems with your monitor, though they are more then likely linked.

The Viewsonic monitors (like most) end up with buldging capacitors after several years use. This is typical of most equipment these days.

You can either replace the capacitors yourself or get in contact with someone local to you to have it done.
The reason I say there could be 2 problems that are linked is the fact when your screen does finally come on, it flicks the screen up for a second which would normally indicate a problem in the inverter circuit.

Because of the power fault though I believe it is more likely the one fault causing two problems.
With the capacitors failing, the voltage inside that powers the internal video board are not stable. That is what causes it to behave as it is.

On the homepage of this site you can use the Repair Service section (on the left side about half way down the page) to find a local repairman if that is the route you want to go.

After you open the monitor up (with great care) you will in most cases see the capacitors that have failed.

Check the numbers on the side of those, quite possibly 1000uf 16v and goto your local electrical parts store and get the same or higher rated on the volts capacitors to go back in. IE a 1000uf 25v capacitor is ok, a 1000uf 10v capacitor is not.

If you don't understand capacitors, then ask the people at the shop to explain how they are marked.

As a quick guide, the stripe on a capacitor points to the negative leg. On the board, you will see a circle printed there with a dark side in it. The negative leg goes to this hole on the board.

Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed VIEWSONIC monitors to get some ideas what to look for: http://s807.photobucket.com/home/budm/allalbums
Post back what you see inside so we can guide you further and it will help out other people in the future also.

Dark LCD screen. Very faint image.

Internally it has a inverter board which go bad sometimes or due to heat sometimes get unpluged. So you will have to open it make sure when you do there is no power going to it.Look at the wires make sure they are snug and try again.

Take a look at the capacitors and see if you have any weak one. An obvious way to spot one would be one bubbled up on top. A bad cap won't always be bubbled up. The monitor probably can operate until the voltage drops under 8 volts. Also possible if power supply check out good would be a weak backlight inverter.
