I advice you contact your network service provider and inform them about this, the problem might be from them, or perhaps, they might have to send you settings or configuration before this can work.
Moreso, if you can get someone using a similar phone with same network, you can check the settings on the person phone to see if you are not missing anything out, but contact your network service provider, they might have something to do with this.
